Sucker to a 10 mth old baby!?

A girl I work with has a 10 mth old baby, being the Halloween season she gave him a sucker. I think that this isn't safe. Am I crazy? She also has been giving him "food" since birth. And recently been giving him the same food that she has. And surprise has choked twice and has an allergy to something at the local chinese restaurant. He doesn't have any teeth yet, and can't sit on his own. What can I say to her to make her realise that what she is doing is unsafe?
