Leak in wall near bedroom window creating a wet spot on drywall under electrical socket...Fire hazard?

I live in an apartment and there has been a leak going on around the community where water from rain is causing leaking windows...Im told that the contractors have been out numerous times to fix/seal the problem but they wont know if they got it completely until the next rain. Last rain I noticed not only the leak but also an area of drywall underneath an electrical socket that appears to be damp as well. Im due to give birth anyday now and I wanted to know if this is actually a fire hazard. The socket is right between my bedroom window and door. Also if water is leaking behind the wall would that create a mold issue?...
