Lease extreme increase and Disabled Mother?

My Aunt is bedbound and cannot walk. My cousin has to live with her in a subsidized apartment but now that she has a job making 40K the rent will jump to 1700 per month. She has a 20K debt on credit cards due to past medical bills and cannot truly afford this amount. She can afford more like 850 or 1000. Is there a way to lower the amount they calculate on paper like due to care taking or any of the sort? She doesnt want to leave her mother and had several bad experiences with caretakers.
