European cultural cooperation - which European institutions/organizations are active in this field?

Facism or Communism which would you chose?

O.K., I'll bite. If its a global economic problem, along with rioting and food and gas shortages. I'm not sure it would matter much making a drastic extraordinary change in the form of government. But if Russia is the big dog by then, an alternate option would be to get with Australia and Canada, reach out to Great Britain and posibly have "Reunification" of the old British Empire. That would be the only thing to stop Russia in its tracks. Under your scenario of course. That being said, I don't think any Senator living in a democracy would vote to change to communism or facism.

Is sending a homemade postcard illegal?

I'm in Canada. I don't see why it would be illegal, I'd just make sure to make it the same size as regular postcards or a bit larger, they do have oversize postcards, and from heavy enough card that it won't crumple in processing. My vet sends reminder cards that are really just heavy paper, not even cardstock. Years ago I was a letter carrier, and I delivered a series of cards to one house from some of their friends who were travelling. They were polaroid photos with stamps on.

What clical music piece by Mozart is this from?

I don't think it's by Mozart but I my knowledge of his music is mostly limited to his orchestral work and a smattering of chamber music. Could be something written to sound like Mozart. They don't have to worry about paying royalties to Mozart's estate, but the performers will want to be paid, so it could've been written by the soundtrack composer to sound like Mozart and be played by the film company's orchestra.
